Aging Marinas Must Decide Whether to Renovate, Upgrade, or Rebuild

As marinas age and the primary function of the marina is tested against developing markets, new uses, and changing technology;  the marina owner often must look at his original investment goals to decide to renovate, upgrade or rebuild the facility. The old design paradigm of “build it and they will come and stay forever” is being changed to “get to market as soon as you can with the most appropriate marina” and keep current on changing marina demands in order to keep the rates competitive and the marina facility full.

The article by Jon Guerry Taylor, P.E. was featured in the October, 2005 issue of Marina Dock Age. It gives a broad spectrum of considerations for evaluating the issue of Marina renovations, upgrades and rebuilds.

Marina Post Storm Damage Assessment and Prioritization of Reconstruction and Repair Activities

Marina vulnerability and damage in hurricane prone areas now extends across a range of considerations including the marina facility, financial issues, insurance issues, permitting agency issues, along with the anxiety and strain on management and staff.  This paper presents a programmed approach to evaluation of safety concerns, environmental permit concerns, dock and ancillary structures damage, boat damage, boat owner control, utilities, contractor selection, construction phasing, insurance, media control while trying to get back into business.

Design Guidelines for Fixed Piers, Floating Docks and Boat Ramps, South Carolina Wildlife and Marine Resources Department (SCDNR)

Developed guidelines for state agency use in coordinating design of a wide range of public boating access projects. These guidelines have been adopted by South Carolina Wildlife and Marine Resources Department as the state standard for the design and construction of public boat landings in South Carolina. Recently upgraded guidelines to include the latest technical construction information, A.D.A. requirements, and a section on pile design.

 

Marine Construction Manual - Southern Pine Marketing Council

Developed details and specifications for use in technical promotional documents for southern pine products in marine construction. Technical details included bulkheads, fixed piers, floating docks, nailing, and preservative treatment. Documents were reviewed and approved by numerous industry representatives, both technical and promotional.

 

Battle Ship Berthing Feasibility Study, Mount Pleasant, South Carolina

Conducted a berthing feasibility study for an Iowa Class battleship to be located at Patriots Point Naval and Maritime Museum. The study outlined facility requirements including utilities, fire safety and vehicular access, pier construction, a dredging study, wind wave analysis, and examination of permitting requirements. A magnitude of construction costs and time line schedule was also included to assist with museum operations.

 

Georgetown County Boating Needs Assessment, Georgetown, South Carolina

Provided Georgetown County with a Boating Needs Assessment (BNA) and Master Plan to identify, evaluate, and recommend specific site improvements for 23 existing or proposed boating access facilities in Georgetown County. The BNA addressed facility recommendations and proposed designs to meet peak use demand through the year 2020. This report was presented to and accepted by the Georgetown County Council.

 

Beaufort County Boating Needs Assessment, Beaufort, South Carolina

Provided Beaufort County with a Boating Needs Assessment (BNA) and Master Plan to identify, evaluate, and recommend specific site improvements for 32 existing or proposed boating access facilities in Beaufort County. The BNA addresses facility recommendations and proposed designs to meet peak use demand through the year 2020. The report was presented to and accepted by Beaufort County Council.

 

Horry County Boating Needs Assessment, Horry County, South Carolina

Provided Horry County with a Boating Needs Assessment (BNA) and Master Plan to identify, evaluate, and recommend specific site improvements for 28 existing or proposed boating access facilities in Horry County. The BNA addresses facility recommendations and proposed designs to meet peak use demand through the year 2020. The report was presented to and accepted by Horry County Council.

 

Jasper County Boating Needs Assessment, Jasper, South Carolina

Provided Jasper County with a Boating Needs Assessment (BNA) and Master Plan to identify, evaluate, and recommend specific site improvements for 11 existing or proposed boating access facilities in Jasper County. The BNA addressed facility recommendations and proposed designs to meet peak use demand through the year 2020. The report was presented to and accepted by Jasper County Council.

 

Florence County Boating Needs Assessment, Florence, South Carolina

Provided Florence County with a Boating Needs Assessment (BNA) and Master Plan to identify, evaluate, and recommend specific site improvements for 21 existing boating access facilities in Florence County. The BNA addressed facility recommendations and proposed designs to meet peak use demand through the year 2020. The report was presented to and accepted by Florence County Council.

 

Marion County Boating Needs Assessment, Marion County, South Carolina

Provided Marion County with a Boating Needs Assessment (BNA), and Master Plan to identify, evaluate, and recommend specific site improvements for 13 existing boating access facilities in Marion County. The BNA addressed facility recommendations and proposed designs to meet peak use demand through the year 2020. The report was presented to and accepted by Marion County Council.

 

Patriots Point Golf Links, Deep Well Study, Mount Pleasant, South Carolina

Investigated the feasibility of a deep well at Patriots Point Golf Links for use as the main supply source of irrigation water. Study included investigating issues of available aquifers, water quality and quantity, and cost of construction and operation

 

Nucor Dredging and Navigation Study, Charleston, South Carolina

Completed dredging study for industrial navigation channel in the Cooper River.  Study included hydrographic surveys, barge and ship movement studies, docking studies, environmental studies and underwater archeological studies.

 

Sandy Island, Georgetown, South Carolina

Biological assessment including red cockaded woodpeckers and other endangered species.  Environmental assessment of 10,000 acre maritime forested island.  Developed a Timber Management Plan

 

Spoil Disposal Easement Releases, Horry County, South Carolina

Conducted a site evaluation study to locate permanent spoil disposal sites on a 2,200-acre parcel along the Atlantic Intracoastal Waterway (AIWW).  Project also included obtaining South Carolina mining permits, and monitoring excavation and dike con­struction.

 

Safety and Boat Carrying Capacity Study, Lake Anna, Virginia

Conducted a study of David’s Creek Cove to assess existing recreational loading and effects of intensive development on safety and recreational usage.

 

Ripley Light Marina Wall and Dock Study, Charleston, South Carolina

Conducted an evaluation of the existing 1,300 foot bulkhead and docking facilities for prospective buyer of existing 95 slip marina on the Ashley River.

 

Plantation Harbor Marina, Horry County, South Carolina

Conducted extensive evaluation of existing timber bulkhead in various stages of failure for homeowners association.  Study critiqued wall deficiencies and included recommendations and cost projections for remediation.
